Mr. Thomas J. Martinelli, J.D., M.S., has been a criminal justice adjunct professor at several Universities in Michigan, where he taught criminal justice courses at the undergraduate level. In addition, he publishes articles in the fields of Constitutional Policing, police ethics and liability issues, police misconduct and Intelligence Led Policing trends. During his career, Mr. Martinelli has been a patrol officer, union steward, public information liaison, department advocate, trainer, consultant, author and a licensed lawyer. He has testified as an expert witness in federal civil rights cases regarding Constitutional Policing issues such as use of force, privacy rights violations, inadequate training curriculums and policy non-compliance liability. He formulated and implemented an ethics training module for the Department of Justice under their Consent Decree with the City of Detroit. He has authored, or co-authored, research presentations at Conferences, most of which are related to Constitutional Policing, ethics and liability training, privacy and civil liberties and managing risk in the public sector.

Mr. Martinelli holds a juris doctorate, a master’s degree in criminal justice and a Bachelor of Arts degree, all from Michigan State University.
